Governance faces complex challenges such as rapid urbanization, increasing socioeconomic inequality, the effects of climate change, and the need for sustainable economic development. These challenges require the active participation of local and regional stakeholder and marginalized groups often excluded from decision-making processes. To improve social inclusion in territorial governance, adopting more participatory and transparent approaches is vital, ensuring that all voices are heard in planning and implementation at the local and regional level.

- Somalia is one of the youngest countries in the world, with 75 per cent of its population under 30 years old.
- Young people represent the majority in Somali society, continuing unrest, conflict, socio-economic and political exclusion have left them with psychological wounds and multiple roadblocks to adulthood.
- Participation of young people in decision-making has been challenging due to clan-based and cultural alliances, age, lack of education opportunities and poverty, and the prominence of elders in the political system.
- Space and opportunities for engagement are even more challenging for young women
- Exclusion has frustrated and demoralized many young Somalis, leading many to embark on an often dangerous journey across borders in a search for better lives.
- Increasingly young women —in extremist groups have fed into the widespread portrayal of youth as a threat to peace and security.
Horn Academy -Somalia has been advocating and engaging that all Somalis, particularly, Women and youth benefit from and participate in functional, inclusive, accountable, and transparent democratic systems across all government and governmental institutions; hence all Somalis live in peaceful, inclusive, and cohesive society.
Horn Academy –Somalia currently is implementing State-building and reconciliation support program (SRSP) in Galkayo-South and North Administration.
